One indeterminate position will be staffed from this process with a second anticipatory indeterminate position to be staffed from a pool of candidates meeting the Essential Qualifications resulting from this staffing process. In addition this pool may be used by Public Services and Procurement Canada to staff identical or similar positions of various tenures (e.g. permanent or temporary) depending on the position being staffed.

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
Current Accreditation in good standing as a professional appraiser by either the Appraisal Institute of Canada (AACI designation) or the Order of Chartered Appraisers of Quebec (EA designation).
Experience:
Significant* and recent** experience in estimating the MARKET VALUE of a variety of commercial, industrial AND investment real property.
Significant* and recent** experience in estimating the MARKET RENT of office AND industrial space.
Experience in working with Microsoft Excel spreadsheets.
*Significant will be evaluated in relation to the amount, complexity and diversity of the work handled.
**Recent is defined as having occurred within the last five years.

Abilities:
Ability to communicate effectively, orally and in writing.
Ability to manage multiple valuation projects.
Education and Occupational Certification:
Graduation with a degree from a recognized post-secondary institution in real estate, business, commerce, economics or finance.
Experience:
• Experience as a fee appraiser
• Experience in completing appraisal reviews
• Experience in estimating the market value of land including large comprehensive development sites, rural acreage parcels and special purpose sites.
• Experience in estimating the market rent of land.
• Recent experience in working with computerized discounted cash flow programs
• Experience in the real estate assessment field (i.e. property tax assessment reviews)
• Experience in testifying as an expert witness
• Experience in preparing and presenting reports to clients or management
• Experience in budgeting, forecasting and analysis
• Experience in the supervision and training of staff
Knowledge:
• Knowledge of real property mass appraisal techniques.
Abilities:
• Ability to manage valuations for a portfolio of properties.
• Ability to interpret and apply case law related to real property tax assessment.
• Ability to negotiate.
Operational Requirements:
Possession of a valid driver’s license or mobility to the extent of possession of a valid driver’s licence within the limits of Treasury Board policy.
Candidates must be willing and able to travel periodically throughout Alberta, Saskatchewan, Manitoba, Northwest Territories and Nunavut including to small, remote communities.
Reliability Status security clearance - Status as a member in good standing in a professional appraisal association (AACI, EA or equivalent designation). Proof of designation will be required.
