Duties of the position(s) may include:

Plans, organizes and supervises the delivery of financial accounting services including the application of mandatory audit/approval controls for expenditures/revenues. Reviews account payable and revenue transactions to verify compliance with statutory and regulatory financial requirements. Verifies funding availability and exercises Financial Administration Act (FAA) Section 33 payment authority.

Manages and implements the account verification process to comply with the departmental financial control framework.

Reconciles data from various regional/national systems, develops internal financial services delivery procedures/practices; and supervises subordinate support staff.

Provides input to and co-ordinates the preparation of financial accountability documents, including preparation of the annual submission to the Public Accounts of Canada, the reconciliation of data from various regional/national systems, and, provides regional co-ordination of the Integrated Relocation Program, the Government Travel Card Program and isolated post program.

Provides interpretations, advice and guidance to management and staff on finance-related legislation, regulations, policies, processes, and procedures; and, reviews, analyzes and recommends modifications to existing regional policies and regional, internal audit plans.

Reviews and identifies financial accounting deficiencies and enhancement opportunities; collaborates with regional and/or corporate systems development specialists when modifying and improving national standards, policies, procedures and systems.

Monitors and analyzes financial activities throughout fiscal periods; identifies problematic issues; and, recommends options for resolution, or enhancement of controls required to ensure the integrity of data, systems and information.

Develops and delivers training programs on financial management, government accounting and other aspects of financial administration.

Leads and/or participates on departmental and interdepartmental working groups and project teams, analyzes options and presents recommendations to Management.

Monitors deposit and banking activities and ensures that funds are accurately reflected in the departmental financial reports.

Intent of the process

Anticipatory - A pool of qualified candidate will be created and used to fill similar permanent and temporary positions with various linguistic profiles (bilingual imperative BBB/BBB, CBC/CBC) and various security clearance profiles at the Department of Fisheries and Oceans’ Accounting Hub and at the Royal Canadian Mounted Police both located in Fredericton (New Brunswick).

EDUCATION:
A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group; OR

OCCUPATIONAL CERTIFICATION
Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Degree equivalency

EXPERIENCE:
Significant* experience related to positions in finance, accounting or auditing.

Significant* experience in analyzing problems of a financial nature and recommending solutions.

Experience in interpreting and applying policies, guidelines and procedures.

Experience in providing recommendations to supervisors or managers for the purpose of decision making.

*Significant experience is defined as being one in which the person's primary responsibilities include these duties and refers to the depth and breadth as well as complexity of tasks that could be expected to have been obtained by carrying out the functions for normally three (3) years in the last five (5) years.

OCCUPATIONAL CERTIFICATION:
In possession of or actively pursuing a professional accounting designation (CA, CMA, CGA or CPA).

EXPERIENCE:
Experience in assessing, implementing, or improving internal controls.
Experience supervising staff.
Experience in developing financial procedures for financial and non-financial employees.
Experience in delivering training and/or written or oral presentations to employees and management.
Experience in accounting operations (for example: Accounts payable; Accounts receivable).
Recent* experience in managing accounting operations (for example: Accounts payable; Accounts receivable).

*Recent is defined as experience usually acquired in the last three (3) years.
