ESDC’s Real Property and Asset Management team works in a fast-paced environment, delivering approximately $200M of Real Property services each year across the country. Our services support important programs and services that are essential to Canadians, such as Employment Insurance, Canada Pension Plan, Canada Pension Plan Disability, Old Age Security, and Passport services.

ESDC’s team is a dedicated professional group of real property and asset specialists which strongly believes in service excellence while ensuring sound stewardship of public funds through a process than enhances access and fairness.

Given the importance of programs and services ESDC manages and the real property and asset team supports, candidates for these positions will need to demonstrate they understand and can achieve a balance between service excellence and sound stewardship.

The Strategic Advisor, Real Property and Asset Management (RPAM) leads the development of the long term Real Property corporate plan; monitors the implementation of the strategic priorities and risks; prepares and edits briefing materials for senior management; and coordinates the implementation and development of real property training for RPAM employees. The Strategic Advisor works closely with the Operations Manager in overseeing all aspects of the region’s Real Property planning.

The Strategic Advisor reports to the Regional Senior Manager, Chief Financial Officer Branch (CFOB) and works from the Western and Territories (WT) regional headquarters in Edmonton (Alberta), Vancouver (British Columbia), Winnipeg (Manitoba), or Regina (Saskatchewan). A variety of tools are used to communicate with staff, colleagues and stakeholders including video conference, teleconference, Microsoft Lync and desktop video conferencing. The Strategic Advisor represents the region on Regional and National working groups and committees, creating strategic alliances that will benefit the Real Property and Assets Portfolio; and represents the interests of the department at stakeholder meetings. Travel across the Region and to National meetings is required.

Intent of the process

The intent of this appointment process is to establish a fully or partially assessed pool of qualified candidates. The immediate use of the pool will be to staff 1 position. However, the results of this process may be used to staff similar or identical positions for future vacancies of various tenures at Employment & Social Development Canada.

Education:

A degree, diploma or certificate, from a recognized post-secondary institution.

OR

A satisfactory score on the approved PSC test as an alternative to a post-secondary degree – GIT 310.

OR

Two years post-secondary education with a minimum of two (2) years managing the strategic planning for an organization as part of their core responsibilities.

Degree equivalency

Experience:

EX 1. *Experience in multi-year planning.

EX 2. *Experience providing analysis, advice and recommendations to **senior management on ongoing or emerging organizational issues.

EX 3. *Experience writing and presenting reports and data analysis to **senior management.

EX 4. *Experience implementing strategic projects or initiatives (such as leading a strategic advisory group; facilitating strategic projects, initiatives, or studies; developing strategic plans, etc).

*Experience: is defined as being one in which the person’s primary responsibilities include these duties and refers to the breadth and depth as well as complexity of tasks that could be expected to have been obtained by carrying out the functions, for approximately 12 months.

**Senior Management denotes the second level of management.

Ed 2. *Accreditation from an industry recognized Real Property Institute or association (e.g. BOMA, CoreNet, IFMA, RPIC).

Ed 3. Project Management Professional certification such as PMP, PRINCE2, or other related certification.

*Accreditation is defined as having obtained official credentials or certification.

Degree equivalency

Experience:

Ex 1. *Significant experience in planning and managing real property /accommodations services in a decentralized and geographically dispersed organization.

Ex 2. *Significant experience in providing analysis, advice and recommendations to management on ongoing or emerging organizational issues in the areas of real property and accommodations.

Ex 3. *Significant experience in utilizing project management principles including the facilitation and coordination of projects and general project management phases.

Ex 4. *Significant experience in cost benefit, and risk analysis and mitigation strategies.

Ex 5. *Significant experience negotiating options.

Ex 6. *Significant experience in information management and technology systems to support the implementation of reporting systems and/or to provide guidance to managers and/or clients.

*Significant experience: is defined as being one in which the person’s primary responsibilities include these duties and refers to the breadth and depth as well as complexity of tasks that could be expected to have been obtained by carrying out the functions, for approximately 24 months.
