Duties

The IT Security Team provides advice on IT security and risks to: IT and IM practitioners, management and senior management at the Canadian Transportation Agency. Assessment, analysis and reporting of risks is performed in relation to IT assets to both IT management and senior management where the situation warrants. Additionally, the team monitors security events related to IT systems and responds to security incidents related to the IT systems operation and use. Incident response is informed by Agency and government policy as well as senior management. Within the Agency, the IT Security Team leads the process for creating IT security guidance to all staff.

Intent of the process

The intention of this process is to fill 1 indeterminate position. A pool of partially or fully qualified candidates may be also established through this process to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements, which may vary according to the position being staffed.

ESSENTIAL QUALIFICATIONS

EDUCATION:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

Degree equivalency

EXPERIENCE:
*Experience with the Government of Canada or Private Industry supporting and communicating security policies and/or best practices.

*Experience in working directly with clients to provide advice regarding assessment of the sensitivity of information.

*Experience completing security reports or risk assessments to highlight security best practice deficiencies and risks.

*Experience investigating and mitigating security incidences (anti-virus, SPAM, McAfee events, authentication events).

Experience monitoring Security Operations (firewall, web (apache), McAfee ePO events SIEM (Logrhythm), Centrion (Nagios), other systems (Oracle, MS SQL, Linoma, BES).

*Experience is defined as having one year of experience.

KNOWLEDGE:
Knowledge of current IM/IT trends in the Government of Canada and key security risks they may present.

Knowledge of Government of Canada standards and policies related to Information and Security Management. (Security Policy (, MITS).

Knowledge of IT security analysis and design including Identity and access management (IAM) (authorization, Identity Proofing and authentication).

Knowledge of Network Defense and Security (firewall, web, infrastructure).

Knowledge of best practices regarding Information Security Management (Statements of Sensitivity, Threat Risk Assessment, vulnerability assessments).

Experience conducting risk assessments.

Experience with McAfee ePO.

Experience with Fortigate firewalls.

Experience working with Linux (reading logs).

Experience working with Apache (reading logs).

Secret security clearance - Must be eligible to attain Secret level clearance.

Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
