When submitting your application to this selection process, you will be required to answer screening questions to demonstrate how you meet the Essential Qualifications (Education and all Essential Experiences) as well as any Asset Qualifications (if applicable).
When answering the screening questions, remember that the assessment board cannot make assumptions about your Education and Experience. It is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples with significant details to explain WHEN, WHERE and HOW you acquired each qualification. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview.
Candidates must also submit a resume with their application, which will only be used to validate the information provided in their answers to the screening questions.
Should your responses to the screening questions contain insufficient details to demonstrate that you meet the screening criteria, your application will not be given further consideration in this process. Candidates will not be solicited for incomplete or possible missing information.
The immediate need is to staff two (2) positions within the Human Resources Branch. A pool of fully qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures, various linguistic profiles as well as various security clearances within the Canada Border Services Agency.

ESSENTIAL QUALIFICATIONS:

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
Notes:
1.Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2.The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCE:
- Extensive* experience providing strategic and operational advice, options and recommendations to senior management** on complex and sensitive issues related to HR polices, programs or services.
- Experience providing advice and guidance to senior management on complex questions related to workforce management.
- Experience in the preparation of reports, presentations or briefing notes for senior management.**
- Experience working within a multidisciplinary team, working group or committee to reach strategic goals or organizational objectives .
- Experience working on HR transformation initiatives in two (2) of the following: policy renewal, business process improvement or service delivery models.
- Experience leading and coaching a team.
- Experience performing quality assurance and monitoring functions.
- Extensive* experience in one or more of the following disciplines: corporate staffing, staffing operations, organizational design, classification, HR planning Employment Equity, Official Languages or talent management.
*Extensive is defined as the depth and breadth of experience acquired at a minimum, over a three (3) year period: depth in terms of delivering services at the operation and strategic levels including advice and guidance, consultation, analysis, planning, training, interpretation of policies and management of HR programs; breadth in terms of working within or outside the public service and within a unionized environment and working with employees and front-line managers.
**Senior management is defined as Director (EX 01) or equivalent level positions and above.
ASSET QUALIFICATIONS:
- Experience in workforce planning and management
- Experience working in executive services e.g. Executive Staffing/Recruitment/Headhunting and Talent Management
- Experience in operational staffing or corporate services

Candidates must meet all the essential qualifications (which includes education and experience) to be appointed to a position.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.
Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.
Management may choose to invoke an asset(s) at any point of the process.
