Duties

The Regional Director General is responsible, within the assigned Region, for: the cost effective planning and management of the delivery of the Department’s programs and services related to the understanding of the aquatic and marine environments and the sustained economic utilization of renewable and non-renewable resources in a safe and environmentally sound manner; the negotiation, in accordance with the Crown’s fiduciary responsibilities, of agreements and frameworks with the Region's aboriginal groups related to aboriginal fishing arrangements, habitat restoration and research and enhancement activities.

Intent of the process

A pool of candidates MAY be created and MAY be used to make indeterminate appointments at the EX-03 group and level to staff current and future Fisheries and Oceans Canada and Canadian Coast Guard positions. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this staffing process to appoint a candidate to its organization in a similar position if a pool is created

EDUCATION:

Graduation with a degree from a recognized post-secondary institution

Degree equivalency

EXPERIENCE:

Recent and Extensive* experience, at the executive level, in managing multi-faceted national programs and in implementing national policies in a highly operational regional context.

Recent and Extensive* experience in dealing with politically sensitive issues and providing strategic advice to senior management or officials on program implementation.

Experience in collaborating and maintaining good working relationships, conducting complex negotiations with diverse clients, industry, partners, as well as with unions and non-government organizations.

Recent and Extensive* experience in managing human, materiel and financial resources.

Note: *Recent and extensive experience" is defined as experience associated with having performed a broad range of related activities which would have been acquired approximately over the last two years at an executive level

ASSET QUALIFICATIONS

EXPERIENCE:

Experience in managing a national file or responsibility for leading a national (Canada-wide) mandate from a regional office

Experience in the management of programs related to natural resource management

Experience in implementing science based regulatory programs, including the management of legal risks

Experience in building and maintaining relationships with clients, the public and First Nations
