Duties

Conducts reactive and proactive investigations and risk based project reviews on individuals, groups and employers in order to detect fraud and misuse of various programs administered by the Department that may result in savings due to the imposition of a suspension of benefits, overpayments, penalties or fines.

Analyzes the results of investigations and recommends a course of action, such as penalty, prosecution or suspension of benefits that has a deterrent or preventative effect.

Conducts special investigations for Social Insurance Registry involving allegations of fraudulent applications and uses of Social Insurance Numbers (SIN) and Records of Employment. Enlists public support through education, recruits employers to participate in voluntary detection programs, and networks with police agencies and other government departments in order to prevent fraud and misuse of Government of Canada funds.

Gives evidence at statutory or criminal judicial proceedings to support the position of the Crown; provides full disclosure to Defence or Duty Counsel; assists in the negotiation of joint submissions to presiding Judges as to sentence or speaks to sentence on behalf of the Department.

May be directed to act as the Department's liaison and establish contacts with law enforcement agencies, other government departments, community groups, business and labour organizations to support investigative activities.

Identifies and refers major and sensitive cases to a Senior Integrity Services Officer.

Administers oaths, takes and receives affidavits, declarations and affirmations.

Intent of the process

The intent of this process is to create a pool of qualified candidates to staff positions within Integrity Services Branch in Calgary (AB), Edmonton (AB), Lethbridge (AB), Saskatoon (SK), Vancouver (BC), Kelowna (BC), Winnipeg (MB). This pool could also be used to staff similar positions of various tenures, at various locations within Employment and Social Development Canada, Western Canada and Territories Region.

In order to manage the number of applications in this selection process, management may apply top-down and/or random selection at any stage throughout the process.

Random selection among applications will be made. Randomly selected applicants will be assessed and those who meet all the essential qualifications will be placed in the qualified pool. Subsequent random selections from the remaining inventory and assessments may be conducted at a later date, and qualified candidates will be added to the same pool to fill future vacancies.

Other qualifications may also be applied at any stage throughout the process.

Experience in applying legislation or policies for the purpose of decision making

Successful completion of two (2) years post-secondary education from a recognized educational institution (e.g. community college, CEGEP, university) with a specialization in a related field such as Criminology, Law Enforcement, Security, Corrections

OPERATIONAL REQUIREMENTS

Willing and able to work overtime as required

Willing and able to travel for operational purposes frequently for periods of up to five (5) days
