Work environment

The PSC is located in a brand new building at 22 Eddy Street, in the heart of downtown Gatineau. Our location is easily accessible and is located near Terrasses de la Chaudière and just a few kilometers away from downtown Ottawa. Our facilities meet the new 2.0 office concept and is WI-FI ready throughout the building. Our employees also have access to showers, changing rooms and reserved spaces for bicycles, which is ideal for those wishing to travel to work by bike, running or walking while using the nearby bike paths. Moreover, the PSC launched in March, a pilot project for active workstations, which now enables our employees to work while walking on treadmill or pedaling on stationary bike.

Intent of the process

PSC Strongly Supports Professional Growth
The PSC offers students support and information about future career path and advancement (furthering education, training, workshops, coaching, etc.).

A pool of qualified candidates may be established to staff identical or similar positions on an indeterminate or term basis with various linguistic profiles within the Public Service Commission in the National Capital Region and Halifax in the following fields:
- Application development
- Application testing / Software quality assurance
- Database Administration
- Desktop administration and support
- Server infrastructure / Middleware
- Project Management
- Information Technology (IT) Security
- Audio, visual, and desktop hardware support

This pool may be used to staff similar positions in other organizations within the core public administration.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:

-Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
*Degree: A baccalaureate or higher-level degree, as established by educational
authorities, unless the type of credential is specified in the relevant Qualification Standard. A college diploma is insufficient to qualify.

Degree equivalency

EXPERIENCE:

-Experience contributing to Information Technology (IT) project(s)
-Experience troubleshooting technical issues

KNOWLEDGE:

-Knowledge of the latest trends in Information Management (IM) or Information Technology (IT).
-Knowledge of open source software.

-Ability to communicate effectively (both written and verbal)
-Ability to plan, organize, establish priorities and meet deadlines.
-Ability to provide technical advice

OCCUPATIONAL CERTIFICATION:

-Information Technology related certifications

EXPERIENCE:

-Experience developing micro-services or integrating micro-services.
-Experience designing or implementing database schemas
-Experience administering and troubleshooting Linux environments
-Designing or implementing database schemas
-Experience in installing, configuring and troubleshooting hardware and software
-Experience using automated software testing tools
-Experience in performing software testing and quality assurance related activities
-Experience contributing to open source projects or public repositories such as GitHub
-Experience facilitating or leading consultations with clients and stakeholders
-Experience working in a SCRUM environment

KNOWLEDGE:

-Knowledge of software development best principles such as data structures, algorithms, and object oriented programming.
-Knowledge of Structured Query Language (SQL)
-Knowledge of administering Windows operating systems
-Knowledge of application software development methodologies and best practices
-Knowledge of containerization and relevant technologies
-Knowledge of networking concepts and common nodes
-Knowledge of Information Technology (IT) security
-Knowledge of change or release management principles and techniques
-Knowledge of Agile philosophy and SCRUM methodology
-Knowledge of data structures and concepts
-Knowledge of current and emerging trends related to Business Intelligence (BI) and Business Analytic
-Knowledge of Business Intelligence Reporting platforms such as R, Python, or others
-Knowledge of Systems Development Life Cycle (SDLC) methodology, techniques or practices
-Knowledge of the IT Security controls, technology and best practices
-Knowledge of Quality Assurance and software testing techniques and practices.
