Duties

Conducts regulatory enforcement and investigates complaints, accidents and refusals to work in situations of danger in Occupational Health and Safety to achieve and determine compliance with the legislation, standards and policies in Occupational Health and Safety.

Initiates and conducts proactive and reactive inspections, investigations, technical surveys and prevailing industry practices surveys.

Provides professional advice and counsel on legislation, standards and policies relating to Occupational Health and Safety or Labour Standards.

Conducts hazard investigations associated with formal Health and Safety related complaints or refusals to work situations due to danger (Occupational Health and Safety)

Mediates, conciliates and negotiates settlements and agreements relating to unjust dismissal complaints (Labour Standards)

Provides testimony as the investigating LAO or a LAO knowledgeable in the administration of the Canada Labour Code at hearings, appeals, and when subpoenaed, at coroner’s/medical examiner’s inquests and court proceedings.

Promotes Occupational Health and Safety or Labour Standards through client counseling, presentations, exhibits, conferences and seminars. Facilitates and assists employers with workplace issues to create and maintain a healthy, safe, fair and equitable work environment for employees.

Intent of the process

The immediate intention of this selection process is to staff TI-05 positions within Employment and Social Development Canada (ESDC) Labour Program for Toronto, Ottawa, Winnipeg, Regina, Saskatoon, Edmonton and Vancouver. A pool of qualified candidates will also be established and could be used to staff TI-05 positions for any other Labour Program's work locations.

EDUCATION
Successful completion of a post-secondary educational program (diploma, certificate or degree) * from a recognized post-secondary institution (e.g., community college, CÉGEP or university, etc.)

Degree equivalency

EXPERIENCE
EX1 – Experience in conducting investigations or administrative reviews or audits.
EX2 – Recent and Significant* experience in providing advice and recommendations on issues which require complex analysis.
EX3 – Recent and Significant* experience researching, gathering, analyzing and evaluating information
EX4 – Recent and significant* experience writing reports or investigative reports with information from multiple sources into a coherent narrative and drawing relevant conclusions.

AED1 – Graduation with a degree from a recognized post-secondary institution with acceptable specialization in occupational health and safety or occupational health or ergonomics or human resources or industrial relations or law or industrial hygiene or business administration.
AED2 – Certification in one of the following:
Canadian Registered Safety Professional (CRSP), Certified Human Resources Professional (CHRP), Occupational Health and Safety (OHS), Negotiation or Mediation.

AEX1 – Experience in developing and delivering presentations.

Other information

The essential qualifications and additional qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, PSC tests, reference checking, simulation exercises, and role plays.

The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
