Technical, enforcement and program delivery services, advice and recommendations to support the implementation, management and delivery of the Navigation Protection Program (NPP) and enforcement of the governing legislative and regulatory frameworks on behalf of Transport Canada (TC) programs and objectives for ensuring the protection of the pubic right for safe navigation, and the protection of marine environments.
Services are provided on behalf of management and staff of the Department, managers and employees of other departments and agencies, other levels of government, NGOs, stakeholders, private sector companies, project proponents, First Nations, salvors and vessel owners, marine industries, special interest groups and the public.
Provides technical services in support of Regional NPP delivery, and enforces relevant sections of the Navigation Protection Act (NPA), the National Energy Board Act (NEBA) and the Canada Shipping Act (CSA) and jurisdictional obligations under the Canada Environmental Assessment Act (CEAA).
Reviews project approval submission plans, specifications and technical data respecting construction or modification of structures, facilities and marine works, and identifies potential impacts, mitigation requirements, and marine aids necessary and issues Approval documents, as warranted.
Plans and conducts on-site surveys, inspections, and fact-finding investigations to determine navigability of waterways, hazards to navigation, threats to marine safety, compliance with prescribed protocols, and to resolve complaints and contravention allegations pursuant to the NPA.
Provides technical advice, recommendations and interpretative guidance on relevant legislative and regulatory standards, and the information and documentary requirements for project submission applications under the NPA to management and other government departments, industry/business interests, the marine community and the general public.
Prepares and communicates program and issue specific information to various departments/agencies, levels of government, the marine industry, First Nations, stakeholder organizations, marine users and the general public to promote marine safety and to foster support for and cooperation with NWP Programs, and chairs public meetings related to project proposals to identify concerns and assess input.
Compiles and drafts reports and notes on the findings of on-site surveys and investigations, Notices to Shipping, Notices to Mariners, information for project proponents respecting application and compliance requirements, and issue specific information to support evidence used in litigation.
Mediates client conflicts through the development of options and alternative courses of action, and provides advice and recommendations to resolve problems related to complaints and requests under the NPA, and provides authorative testimony in public hearings, Coroner’s inquests and legal proceedings.
A pool of qualified candidates may be established and may be used to staff similar or identical positions with various tenures (such as Indeterminate, Specified Period, Acting). The immediate need is to staff one position on an indeterminate basis in either Edmonton or Winnipeg. Once established, the qualified pool will be valid for twelve (12) months with the possibility of being extended.

Successful completion of a post-secondary educational program from a recognized post-secondary institution, in a relevant field or an acceptable combination of education, training and/or experience relevant to the position, such as:
CFIA, CBSA, DFO, Coast Guard, Engineering, Engineering technology, Hydrography, Surveying, Environmental Sciences, Geomatics, Marine Construction, etc.
Experience in conducting inspections that involve data collection and recording information
Experience in dealing with stakeholders, agencies and/or the public to provide client service
Experience in interpreting and applying acts & regulations
Graduation with a degree from a recognized post-secondary institution.
Possession of a Canadian Certificate of Competency as Watchkeeping Mate or higher
Experience in enforcement of legislation
