Intent of the process

This process is to staff the positions National Director, IT Business and Service Desk

A pool of candidates MAY be created and MAY be used to make indeterminate or acting appointments at the EX-01 group and level to staff current and future DFO/CCG positions across Canada. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this staffing process to appoint a candidate to its organization in a similar position if a pool is created .

EDUCATION:

Graduation with a degree from a recognized post-secondary institution

Degree : A baccalaureate or higher level degree, as established by educational authorities.
Recognized post-secondary institution: A public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.

Degree equivalency

EXPERIENCE:

Extensive* experience, at the CS-04 or equivalent managerial level, in providing strategic advice in the field of Information Management (IM) or Information Technology (IT) and presenting findings and recommendations to senior executives**.

Extensive* experience, at the CS-04 or equivalent managerial level, in establishing and maintaining relationships with internal and external stakeholders in the area of IM/IT.

Experience reviewing and assessing IM/IT services to identify opportunities for enhancing efficiency and effectiveness through innovation and collaboration with service providers, service users or other stakeholders.

Experience, at the CS-04 or equivalent managerial level, in the management of IM/IT projects in an operational and multi-client environment.

Experience in the development and implementation of IM/IT operational policies or services standards.

Experience in leading the development and implementation of strategic or operational frameworks in support of business planning process and performance measurement.

Experience, at the CS-04 or equivalent managerial level, in leading change and transformation in complex environments, including the management of its impacts on people and processes.

Extensive* experience, at the CS-04 or equivalent managerial level, in managing human and financial resources.

*Extensive is defined as the depth and breadth of experience that would normally have been gained performing the duties for a period of four (4) years.

**Senior management is defined as the Director General (EX-03) level or private sector equivalent

ASSET QUALIFICATIONS

EXPERIENCE:

Experience in the management of a service desk

Experience in the IT asset management

Experience in the development and implementation of IM and/or IT operational policies and services standards.

Experience in managing in a matrix environment***

*** Matrix environment is defined in which resources have both a direct reporting relationship and indirect relationships, for example within an IT organization where resources report both functionally and to a regional lead

KNOWLEDGE:

Knowledge of Government IM/IT strategic directions, trends, challenges and issues and their impact on Government of Canada Departments and agencies.

Knowledge of the IM/IT business process management and methodologies.

Knowledge of project management methodologies.

Knowledge of Shared Services Canada (SSC) and Treasury Board Secretariat (TBS) roles and responsibilities and current government-wide initiatives that affect the management of IM/IT.

Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.
