Duties

In order to achieve greenhouse gas reduction targets, generate energy savings and improve the sustainability of assets and electromechanical installations and systems, the key duties of the incumbent will be:

• Act as the regional expert in energy efficiency, provide authoritative advice and guidance to colleagues, consultants, clients, working groups and committees, in the development of projects, standards, guidelines, designs and requirements for engineering projects.
• Lead project teams and guide the professional and technical development of staff and consultants; develop and recommend training and other plans to meet career development objectives and organizational needs; act as mentor and coach for staff; conduct performance evaluations of employees under his/her responsibility.
• Review and evaluate the energy performance of buildings that are monitored from the compilation of energy bills and public utilities;
• Provide energy efficiency expertise and advice to ensure that projects are carried out in accordance with project objectives, legislation and Departmental Commitments;
• Carry out energy efficiency studies and improvement projects at Departmental facilities and agencies; coordinate the work of multidisciplinary project teams;
• Using energy modeling and simulation tools, perform load calculations, prepare budgets and verify the cost-effectiveness of energy efficiency measures;
• Prepare and present reports on energy consumption and costs;
• Conduct quality control reviews of documents prepared by external consultants in the context of energy audits and projects of various complexity and scope;
• Maintain business relationship with Real Property’s service provider with the goal of achieving Government of Canada priorities;
• Share information and maintain regular contact with National Defence Headquarters (Ottawa) and regional counterparts;
• Keep his/her knowledge up-to-date as well as the documentation and technology needed to practice in the field of energy efficiency.

Intent of the process

This staffing process will be used to establish partially assessed pools of candidates by regions who may be considered for appointment to EN-ENG-04 positions in Infrastructure and Environment Branch - Real Property Operations Sector by region across Canada.

This pool of candidates may be used to staff positions with similar qualifications, with various language requirements, various conditions of employment and/or various tenures including term appointments, indeterminate appointments, acting appointments and/or assignments.

ESSENTIAL QUALIFICATIONS

EDUCATION:
ED1: Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
OC1: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position (some positions may require eligibility for certification as a professional engineer in Canada without regard for the field of specialization).

*The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

EXPERIENCE:
EX1: Experience in Heating, Ventilation and Air Conditioning (HVAC) equipment or systems for buildings.
