This process is to staff an indeterminate position. A pool of qualified candidates could be created to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.
Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIAL QUALIFICATIONS
OCCUPATIONAL CERTIFICATION:
Eligibility for membership in the Bar of one of the provinces or territories of Canada.
EXPERIENCE:
Practical experience in one or more of the following specific fields of law or practice: administrative law, constitutional law or transportation law.
Experience in legal research.
KNOWLEDGE:
Knowledge of the principles of law applicable to administrative tribunals.
ABILITIES:
Ability to interpret statutes or regulations.
Ability to conduct legal research.
Ability to provide legal opinions and advice regarding procedures, Acts or regulations.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to work under general direction and as part of a team.
Ability to work under pressure.

ASSET QUALIFICATIONS
EXPERIENCE:
Experience working as a lawyer for an administrative tribunal.
Experience providing strategic, policy and legal advice in respect of a variety of legal and strategic issues.
KNOWLEDGE:
Knowledge of the federal legislative and regulatory processes.
Knowledge of the Canada Transportation Act, related regulations and other relevant legislation.
ORGANIZATIONAL NEEDS:
Increase employment equity representation in the visible minority group.
OPERATIONAL REQUIREMENTS:
Availability and willingness to travel for several days at a time for hearings, appeals or conferences.
Availability and willingness to work after hours from time to time and overtime, as required.
Willingness to carry a personnel communication device after working hours and during weekends to monitor urgent matters

Indeterminate employees at the same group and level or equivalent could be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process (for internal candidates).
Locations, dates and times for exams and/or interviews will be determined by the employer. Scheduling of alternative exam and interview dates will only be considered for religious reasons, death in the family, in cases of serious illness or for a reasonable reason approved by the selection committee. A doctor's certificate or other proof will be required.
Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
