Intent of the process

The intent of this process is to staff 2 ENG-03 positions for a determinate period of two years, with the possibility of extension. One position is located in Devon, Alberta and the second position is located in Ottawa, Ontario.

A pool of qualified candidates may be established through this process to staff identical or similar ENG-03 positions at Natural Resources Canada with various tenures (determinate period or indeterminate), various language requirements (English essential, French essential, English or French essential, bilingual imperative) and profiles (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (reliability, secret), various conditions of employment and for various locations.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution in mechanical engineering, environmental engineering, aeronautical engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Recent* experience designing and developing testing systems and techniques related to particulate and gaseous air emissions (both gaseous and particulate);
Recent* and significant** experience planning and performing applied research, development or innovative design work related to particulate and gaseous air emissions from oil and gas industry-related sources or from other industries employing similar technologies;
Experience preparing, reviewing or evaluating technical studies or reports, and communicating complex issues or project results to colleagues, superiors or experts in the specialty.

*Recent experience is defined as experience acquired within the last 7 years

**Significant experience is defined as experience that would normally be acquired by doing the duties full time for a period of approximately 3 years.

A thesis-based graduate degree from a recognized post-secondary institution in Engineering or in a field relevant to the duties of the position.

Degree equivalency

Eligibility for certification as a professional engineer in Canada.

Experience collaborating with industry;
Experience procuring and assembling systems suitable for operation in hazardous locations;
Experience in preparing engineering modification packages and supervising modifications;
Experience in designing and/or operating pilot-scale experimental equipment;
Experience using process simulation software suitable for oil and gas process modeling such HYSYS or UniSim.

Willing and able to travel occasionally within Canada and abroad, including travel by car, rail, and air;
Willing and capable of lifting up to 35kgs during field work;
Willing and able to work overtime occasionally and on short notice to adopt flexible work hours as per operational requirements.

Devon position only:
Work rotational shifts including nights, evenings, weekends and designated holidays.

Information on language requirements

Knowledge of engineering theories, principles and practices related to the measurement of gaseous and particulate matter emissions;
Knowledge of oil and natural gas industry emissions detection, quantification and speciation technologies and technology development.

Ability to communicate effectively in writing;
Ability to collect, compile, analyze, interpret, and report on engineering projects or engineering research;
Ability to install, calibrate, operate and maintain assorted air-emissions-related laboratory equipment such as flow meters and gas analyzers;
Ability to use National Instruments hardware and NI-LABVIEW software for system control and data acquisition. This includes hardware set-up as well as the creation and subsequent usage of LABVIEW virtual instruments;
Ability to communicate effectively orally.

Able to work independently.

Knowledge of communication protocols for data acquisition systems;
Knowledge of oil and natural gas production and processing practices and technologies;
Knowledge of domestic and international atmospheric emissions issues (political, economic, social, or scientific) associated with oil and natural gas production and processing;
Knowledge of oil and natural gas industry life cycle assessment (LCA) and of factors which contribute to the accuracy of LCA models;
Knowledge of oil and natural gas industry economics and business case development for cost-effective oil and natural gas industry emissions reduction projects.

Ability to mentor and supervise staff;
Ability to develop and manage budgets;
Ability to troubleshoot experimental setups or equipment;
Ability to fabricate, assemble, and test electronic equipment.

Conditions of employment

Reliability Status security clearance

Willingness and ability to perform field testing, laboratory and/or pilot plant work.
Willing and able to wear personal safety equipment normally required in a laboratory environment and in and industrial field environment.
