Duties

Participates in the design, development and implementation of the regional Railway Safety Management Systems (SMS) regulatory compliance program.

Plans, coordinates and leads/participates in the conduct of audits of trans-border, national, inter-regional and regional railways with regard to SMS implementation and maintenance; and recommends compliance and enforcement actions or measures for alleged infractions to the Railway Safety Act.

Performs safety data analysis services (i.e. trend analysis, risk assessment and performance measurement processes) in support of the determination of railway company profiles, regional operational planning, results measurement and program evaluation; and provides pertinent advice and recommendations to the Manager, Safety Systems Overview.

Assists in the design, development and delivery of regional rail safety education and awareness programs for rail safety personnel, client groups and the general public.

A pool of qualified candidates may be established and used to staff these positions and other similar positions of various tenures and/or various linguistic requirements within Transport Canada.

Degree equivalency

EXPERIENCE

EX1: Significant* operational experience working in the Canadian railway industry with qualifications in at least one of the following disciplines: locomotive engineer, conductor, brake person, track specialist, rail traffic controller/dispatcher, equipment/car/locomotive inspector, mechanical officer, signal maintainer or operations officer.

*Significant is defined as the depth and breadth of experience associated with having performed a broad range of various and complex activities as a core responsibility of the position, normally acquired over a period of approximately two (2) years.

ASSET QUALIFICATIONS

EDUCATION:
• AED1: Graduation with a degree from a recognized post-secondary institution.
• AED2: Successful completion of a post-secondary education program (minimum of two years) from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE:
• AEX1: Experience working with Safety Management Systems, Quality Management Systems or in an ISO environment.
• AEX2: Experience working with rail safety programs.
• AEX3: Experience with risk management.
• AEX4: Experience in performing audit activities as an auditor.
