Duties

This position is responsible for planning, organizing, conducting and/or leading initiatives related to economic or socio-economic research and/or analytical studies, and analysis of a quantitative and/or qualitative nature. The analyst is also responsible for drafting evaluation reports, senior management briefing materials and input into documents such as central agency submissions and Cabinet documents.

We are located at the CD Howe Building, situated at 235 Queen Street, an office complex in downtown Ottawa, close to Parliament Hill, the Rideau Canal and the Rideau Shopping Centre. This location offers close access to restaurants, fitness facilities, walking/running paths and parks. We are conveniently located close to major bus routes so it is easy to commute from all points across the National Capital Region.

Intent of the process

The intent of this selection process is to staff one position on an indeterminate basis. A pool of qualified candidates may be established to staff similar positions with various language requirements and various tenures (indeterminate, term, deployment, acting, secondment or assignment) within Innovation, Science and Economic Development Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with *acceptable specialization in Economics, Sociology or Statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

* Acceptable specialization is at least one full year course or two half-year courses in in Economics, Sociology or Statistics.

Degree equivalency

EXPERIENCE:

Significant* experience in conducting research and analysis and providing options/recommendations to management.

Significant* experience in writing briefing material and reports for various audiences.

Experience working in a team environment.

* Significant is defined by the depth, breadth, complexity, variety and level of autonomy associated with having performed the duties

ASSET QUALIFICATIONS

EDUCATION:
Graduation with a Master’s degree from a recognized post-secondary institution in economics, sociology, statistics, business/commerce, political science, public policy or a related field.

Graduate certificate in evaluation from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE:
Experience in collecting, analyzing and interpreting quantitative and qualitative data.
Experience in the design, development and implementation of research methods.
Experience in the planning and conduct of evaluations.
Experience in developing and/or implementing performance measurement tools, such as indicators and/or logic models.
Experience in project management.
Experience contributing to or developing a departmental evaluation plan.

Knowledge of Treasury Board policies, directives, and guidelines pertaining to evaluation and performance measurement in the federal government.

Knowledge of evaluation theories, techniques and methodologies as they relate to evaluation and performance measurement.

Knowledge of business, economic, social, legal and policy issues and/or practices that pertain to the role of Innovation, Science and Economic Canada.
