Duties

Manager, IT (Various positions: IT BLS, Planning, Enterprise Architecture, IT Security, Application Development, Infrastructure & Operations)

You will be managing teams of IT Professionals in the Public Service. At the Public Service Commission, managers are two levels below the CIO level. As such, access to the senior management cadre is unique and managers have direct impact on the IT division’s success.

The manager’s main duties include planning, organizing and prioritizing workload, as well as direct and indirect supervision (including setting up performance expectations for own employees, evaluating performance, approving leave and schedules, recommending overtime, labour relations matters, etc.).

You will be responsible to manage your own group’s operations, as well as some projects under your responsibility and will be accountable for your results.

You will be directly contributing to the IT vision and direction through your leadership and strategic advice and will be asked to provide effort and costs estimates, as well as to optimize work and processes through creative thinking. You will be an active change agent in the organization and may be directly involved in preparing deliverables for the Treasury Board Secretariat. You may also represent the Public Service Commission at GC-wide committees and meetings.

Work environment

The PSC is located in a brand new building at 22 Eddy Street, in the heart of downtown Gatineau. Our location is easily accessible and is located near Terrasses de la Chaudière and just a few kilometers away from downtown Ottawa. Our facilities meet the new 2.0 office concept and is WI-FI ready throughout the building. Our employees also have access to showers, changing rooms and reserved spaces for bicycles, which is ideal for those wishing to travel to work by bike, running or walking while using the nearby bike paths. Moreover, the PSC launched in March, a pilot project for active workstations, which now enables our employees to work while walking on treadmill or pedaling on stationary bike.

Intent of the process

The results of this process will initially be used to staff this position indeterminately. A pool of qualified candidates may be established to staff identical or similar positions on an indeterminate or term basis with various linguistic profiles within the Public Service Commission in the National Capital Region.

IMPORTANT: Other Federal organizations will have access to this pool only once the PSC will have made his choice of candidates.

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in computer science, information technology, engineering, information management or another specialty relevant to the position to be staffed.

Degree: A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard

E1: Experience providing advice to *senior management on strategic and **complex IM/IT issues (within the last five years).
E2: Experience in planning and managing the work of a team and reporting on progress, status and results (at least two full years within the last five years).
E3: Experience in managing and supervising (i.e. performance expectations and evaluations, approving leave and schedules, recommending overtime, labour relations matters) an IT work team (at least two full years within the last five years).
E4: Experience in planning, monitoring and managing IT projects.

*Senior Management is Director level (or equivalent) and above.
** A complex IM/IT issue is defined as an IT or an IM issue that spans many stakeholder groups, requiring research and analysis.

AEd1: Master’s degree from a recognized university in computer science, information technology, information management, business administration, engineering, or another specialty relevant to the position to be staffed.

AEd2: Valid and current professional certification such as Project Management Professional (PMP), Projects in Controlled Environments, version 2 (PRINCE2), CISSP, CISA, CISM, TOGAF, COBIT, ITIL, or other professional certifications relevant to the position to be staffed.

AEX8. Demonstrated passion in project management or leadership through active involvement in communities of practice; or through active participation in groups, committees and non-profit organizations dedicated to the subject; Or teaching in post-secondary institutions, etc.
** Significant experience refers to a depth of experience in the indicated area that would normally be acquired over a period of approximately three (3) years within the last ten (10) years.
