Our various offices across the country acquire and manage a variety of marines services, equipment and vessels throughout its life cycle, from initial acquisition, support and maintenance of equipment, to the disposal of assets.

A pool of partially qualified candidates may be established through this process to staff identical or similar positions within the Department with various language requirements (English Essential, French Essential, Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC) and different security requirements.

EDUCATION:
Post-secondary diploma or degree from a recognized institution in a field relevant to the duties of the position or an acceptable combination of education, training and experience relevant to the position.
EXPERIENCE:
EX1: Significant* experience in marine procurement projects or project management in one of the following fields: Ship Operation, Ship Design, Ship Building and/or Ship Conversion; Vessel life extension (VLE) and/or Ship Modernization; Ship Refit(s); Ship Repairs and Overhauls
* Significant is defined as: depth and breadth of experience normally associated with the performance those duties for a period of 5 years within the last 10 years.
EX 2:
Experience working in a multidisciplinary* project team or working group to achieve procurement projects objectives or procurement strategy.
OR
Experience in procurement or contracting of specific goods and/or services in the marine commodity.
* Multidisciplinary is defined as: a group composed of members with varied but complementary experience, qualifications, and skills that contribute to the achievement of the organization's specific objectives.
EX3:
Project Management experience such as but not limited to; participation in project review meetings, monitoring and negotiating schedules, following progress and performance on major projects or procurement files.

Experience in providing advice and recommendations used for the development of procurement strategies

EDUCATION:
AED1:Graduation with a post-secondary diploma or degree from a recognized institution and/or a University graduation in Marine Engineering or Naval Architecture
AED2:Diploma in Naval Architecture or Marine Engineering or other qualification sufficient for recognition as a Technologist by a professional association
AED3:Certificate of Competency as a First Class Marine Engineer issued by Transport Canada
AED4:Certificate of Competency as a Second Class Marine Engineer issued by Transport Canada with sufficient sea time to be examined for a First Class certificate
AED5:Department of National Defense, Engineer certificate. Credit Equivalency to Second class Engineer certificate recognized and confirmed by Transport Canada Marine Safety per the Examination and Certification of Seafarers (TP2293E)
AED6:Department of National Defense: Naval architecture certification or degree issued by a Canadian University under DND program for naval architect
AED7:Additional education related to project management.
EXPERIENCE:
AEX1:Experience in supervision of shipbuilding, ship design or ship refit(s)
AEX2:Experience in contract negotiations
AEX3:Experience in costing out ship refit(s) or ship repair
AEX4:Experience in federal government procurement either as a federal government procurement officer or by responding to federal government tenders
AEX5:Experience in supplier engagement
AEX6:Experience in the management of human resources
OCCUPATIONAL CERTIFICATION:
In receipt of relevant Professional Certification (such as but not limited to: Professional Designation for the Procurement and Material Management Community offered by the Treasury Board Secretariat, Certified Federal Specialist in Procurement (CFSP), Certified Professional Purchaser (CPP), Professional Engineer (P. Eng), Supply Chain Management Professional (SCMP) designation, or Project Management Professional (PMP), completion of the required training for federal procurement functional specialists).
OPERATIONAL REQUIREMENTS:
Be willing and able to travel on short notice.
Be willing and able to work overtime on short notice.
Willingness to travel upon ships (short time and distance).
Willingness to work in and about a shipyard environment.
Reliability Status security clearance - Conditions of employment:
Secret or Reliability status security clearance.
