The Treasury Board of Canada Secretariat is looking for motivated data scientists to join a multidisciplinary team dedicated to improving transparency and openness in government reporting through the TBS InfoBase—a searchable online database providing financial and human resources information on Government of Canada operations.

The successful candidate will, among other things, work to create data visualizations and new data systems, integrate existing data systems to create intelligence, use new technologies to extract more value from existing data and automate analysis which is currently done manually.

Intent of the process

ANTICIPATORY PROCESS - A pool of qualified persons resulting from this process WILL be created and MAY be used to fill similar positions with linguistic profiles (English Essential, French Essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC, bilingual non-imperative BBB/BBB, bilingual non-imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses* for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

*Note that the course requirement can be attained in programs such as: mathematics, computer science, data science/data analytics, accounting, demography/population studies, environmental sciences, epidemiology, geology, and/or finance.

Degree equivalency

EXPERIENCE COMMON TO BOTH STREAMS:
-Experience in large scale* data management, validation, cleaning and categorizing as well as database development, data mining and data analysis, including recent** experience with tools such as Python, R, SAS, or SQL.

*Large scale is based on data records numbering in the thousands or above.
**Recent is defined as experience normally acquired within the last three (3) years.

Various language requirements

Information on language requirements

EC-03 Stream:
Experience in any ONE (1) of the following:
-Recent** experience using programming languages (such as Python, R, JavaScript, Ruby or SAS) to develop data visualizations;
-Experience undertaking research and analysis to produce reports summarizing empirical findings;
-Experience in using machine learning methodologies to solve problems.

EC-04 Stream:
-Recent** experience in using programming languages (Python, R, JavaScript, Ruby, or SAS) to develop data visualizations;
-Experience in undertaking research and analysis to produce reports summarizing empirical findings;
-Experience in using machine learning methodologies to solve problems.

**Recent is defined as experience normally acquired within the last three (3) years.

KNOWLEDGE:
-Knowledge of programming languages (such as Python, R, JavaScript, Ruby, SAS, or SQL) and techniques used to analyze and present complex data to non-technical audiences.

ABILITIES:
-Ability to analyze and present complex data to non-technical audiences using programming languages and related techniques;
-Ability to build and maintain professional relationships;
-Ability to communicate effectively in writing;
-Ability to communicate effectively orally.

ASSET QUALIFICATIONS

EDUCATION:
One or more of the following:

(1) A graduate or post-graduate degree from a recognized post-secondary institution in economics, statistics, mathematics, actuarial mathematics, data science, computer science, applied finance, or engineering.

(2) University-level courses in any of the following:
-Data mining;
-Data warehousing;
-Business intelligence and data visualizations;
-Data analytics;
-Geo-spatial analysis.

(3) Certifications relevant to the field including:
-Chartered Public Accountant (CPA);
-Chartered Financial Analyst (CFA);
-Certified Analytics Professional (CAP);
-Cloudera Certified Professional: Data Scientist (CCP:DS);
-EMC: Data Science Associate (EMCDSA).

Degree equivalency

EXPERIENCE:
-Recent* experience working with the WET (Web Experience Toolkit) and WCAG 2.0 guidelines for accessibility;
-Experience in policy development or program delivery in an area that spans the Government of Canada’s responsibilities (e.g. infrastructure, IT infrastructure, procurement, Indigenous peoples, veterans, students, etc.);
-Experience working with Government of Canada expenditure management or people management data;
-Experience working with unstructured data such as text, social media, video feeds or audio;
-Recent* experience working in a collaborative developer/information technology (IT) professional environment to automate the process of software delivery and infrastructure changes (for example Dev Ops);
-Experience working with big data including use of technologies such as distributed calculation, distributed databases, and Hadoop;
-Experience in developing and supporting the implementation of business rules, standards, policies, guidelines or processes related to one or more of the following: data access, creation, production, storage, dissemination or evaluation of data/metadata;
-Working with and structuring large scale** geo-coded data for analysis and presentation;
-Experience working with any of the following: SPSS, Java, Perl, C/C++, Hadoop, D3, Shiny, Tableau, and/or PowerBI.

*Recent is defined as experience normally acquired within the last three (3) years.

ORGANIZATIONAL NEEDS:
-Treasury Board Secretariat employees affected by workforce adjustment may be appointed before persons employed by other government organizations.
