Intent of the process

A pool of fully or partially qualified candidates may be established to staff similar positions with various linguistic profile : English or French, bilingual imperative BBB/BBB, CBC/CBC, CCC/CCC  within Elections Canada with various tenures ( various specified periods or indeterminate).

ESSENTIAL QUALIFICATIONS

Education

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Experience in analyzing and documenting business requirements, OR using technical specifications
Experience in developing/supporting custom-built applications(*) in an IM/IT environment
Experience in performing unit and system testing

Education

College Diploma
University Degree in a field relevant to the position
Certification in the IM/IT fields

Degree equivalency

Experience

Experience in providing technical assistance, services, training or advice to business users
Experience in translating business requirements into technical functional specifications
Experience deploying and configuring COTS (**) software solutions
Experience in developing and executing test plans, test scripts, test cases or use cases
Experience using testing utilities and/or automated testing tools
Experience in development and configuration of databases
Experience developing/maintaining applications using Oracle 11g or higher
Experience developing/maintaining applications using SQL Server 2014 or higher
Experience developing/maintaining applications using Powerbuilder
Experience developing/maintaining Web applications using .Net and/or .Net MVC
Experience designing and building Extract, Transform and Load (ETL) processes
Experience in preparing system and user documentation
Experience in preparing project documentation (schedules, status reports, etc)
Experience working with software development tools such as source control, release management, refactoring, code quality, etc.
Experience working with SharePoint 2016 or higher
Experience working with Team Foundation (TFS)
Experience in maintaining or enhancing Data Warehouse and/or Data Marts
Experience with Customer Relationship Management (CRM) development (specifically Microsoft Dynamics and Adxstudio)
Experience in coordinating testing and quality assurance related activities (including but not limited to functional, integration and regression testing)
Experience in recommending or administrating a quality assurance program framework.
