The ability to communicate effectively in writing will be assessed throughout the selection process which may include written communication candidates have with the Department from the time they apply, including their application.

Duties

Provides project management, technical and design support to ensure the reliability, readiness, cost-effectiveness, and safe operation of CCG, DFO and other government department (OGD) vessel assets in the Region in support of federal government programs.

Provides support to in-service engineering activities; coordinates project management activities including technical information, design, planning, procurement, test planning, and technical investigations in support of the ITS Marine Engineering section.

Develops technical documentation in support of engineering design, procurement, installation, maintenance and disposal of fleet assets, including technical specifications, statements of work, standards, procedures, feasibility studies, installation specifications and engineering documents.

Provides technical advice to Engineering section’s Senior Marine Engineer, other groups within ITS and clients within CCG and DFO both regionally and nationally.

Provides detailed site location requirements in support of marine engineering systems such as propulsion, hull, auxiliary/hotel, deck machinery and electrical/control.

Performs site surveys and appraises ship’s core machinery in support of determining vessel condition and conducts the predictive and preventative maintenance activities in support of the Asset Management Services.

Verifies compliance of all as-fitted DFO/CCG vessel drawings to Transport Canada Marine Safety and Classification Society regulations and listings of vessel as-fitted equipment that are reviewed by senior officers and critical equipment and systems reviewed to support the vessels in accordance with the ISM code are identified.

Monitors the efficiency of electrical, electronic and mechanical components and systems; analyzes machinery data; inventories and drawings to assist with the preparation of specifications for the acquisition or overhaul of major equipment or components.

Degree equivalency

Transport Canada Marine Safety Fourth Class Motor Marine Engineering Certificate of Competency or higher.

Certificate of Competency as an Electrical Officer as issued by the Canadian Coast Guard (CCG).

Certification as a C.E.T. in a Canadian Provincial Association in one of the following: Marine Engineering Systems, Mechanical Engineering, Electrical Engineering, Naval Architecture.

Certification as Certified Associate in Project Management (CAPM) from the Project Management Institute.

Certification as Project Management Professional (PMP) from the Project Management Institute (PMI).

Experience in using AutoCAD version 10 or later to generate 2D and/or 3D models, assembly drawings and detailed drawings.

Experience in the life cycle management in any of the following: piping, electrical or mechanical systems.

Experience in Project Management including the preparation of project scope, schedule, cost and the execution of projects through the use of PMI project management principles.

Knowledge of computer software such as MS Word, MS Excel, MS Outlook.

Knowledge of configuration management fundamentals and associated processes.

Operational Requirements:

*Recent experience is defined as within the last 10 years. **Marine Environment is defined as either shipboard operations or an industry directly involved with the maintenance, overhaul or repair of cargo or passenger vessels.

Successful completion of a post-secondary education program (or higher) in one of the following disciplines within the past 2 years:
A) Mechanical Technologist
B) Industrial Technologist
C) Electrical Technologist
D) Electro-Mechanical Technologist
E) Marine Engineering Systems Technologist

Please Note: We encourage all candidates to tell us about their experience working in a Marine Environment. However, if you have not completed one of the post-secondary programs mentioned above (A-E), the recent experience working in a marine environment will be mandatory to move forward in this process.
