Intent of the process

This process may be used to establish a pool of partially* or fully qualified candidates which may be used by the Office of the Commissioner for Federal Judicial Affairs Canada to staff similar positions with a linguistic profile of Bilingual Imperative CCC/CCC and various tenures (such as indeterminate, specified period).

*By "A pool of partially qualified candidates", it means that the Second Language Evaluation will be assessed at the time of the appointment.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
- A bachelor’s degree from a recognised university in education, linguistics, sociology, psychology, mathematics, physics, social sciences or another specialty related to the position of the group.

Degree equivalency

EXPERIENCE:
- Experience in delivering French or English as a second language training to adults in an institutionalized framework, in development and design;
- Experience in developing individual second language learning plans, monitoring and evaluation of continuous learning;
- Experience in planning and coordinating language training in a specialized professional context;
- Experience in conducting quality assurance control rules for individual and group language training.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS:

EXPERIENCE:
- Experience in teaching French AND English as a second language;
- Experience in planning and coordinating large events; **
- Experience in the development and delivery of specialized language courses;
- Experience in coordinating language training with Central government agencies or with national suppliers;
- Experience in planning and supervising second language curriculum development projects;
- Experience in the area of language orientation services or second language assessment.

**Large events is defined as events of more than 30 participants at once and for more than three (3) days.

KNOWLEDGE:
- Knowledge of andragogy in a second language learning context;
- Knowledge of approaches, trends and practices used in a specialized adult second language didactics;
- Knowledge of the skill levels and evaluation standards used to measure the level of proficiency in second languages in the federal public service or internationally.

ABILITIES:
- Ability to analyze complex problems and provide recommendations;
- Ability to provide advice and guidance to learners and teachers;
- Ability to work simultaneously on different projects or files;
- Ability to communicate orally;
- Ability to communicate in writing.

- Flexibility.

OPERATIONAL REQUIREMENTS:
- Willingness to work overtime.

Conditions of employment

Reliability Status security clearance

- Be willing to travel.
- Be willing to work outside the National Capital Region during immersion sessions held in various locations in Canada up to five (5) times a year and for periods of up to two (2) weeks.
- Be able to lift weights up to 23 kg.

Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization.

2. How is this sub-sample of applicants determined?

To determine the sub-sample of applicants, the hiring organization identifies the following:
- Criteria that qualified candidates must meet; and
- The number of candidates to be selected.

With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group. The Public Service Resourcing System - the electronic system used to advertise, receive and select applications - performs the random selection function.

3. When would random selection be used?

Random selection may be suitable for use in appointment processes where a high volume of applicants are expected or have been received. Some examples include the following:
- There is a high labour market availability of candidates;
- There is a high ratio of promising candidates relative to the number of vacancies; or
- The process will staff entry-level positions that do not require specialized qualifications.
