Intent of the process

The initial of this process is to offer one indeterminate appointment.

Indeterminate employees at the same group and level or equivalent may be considered first for deployment.

A pool of qualified persons resulting from this process may be created and may be used to fill similar positions with a linguistic profile of CBC/CBC.

Your résumé.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
- Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

NOTES:
1. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.


***An acceptable combination of education, training and/or experience is defined as: High School diploma AND a minimum of two (2) years of relevant IM/IT experience.

Degree equivalency

EXPERIENCE:
Extensive* and recent*** experience meeting with clients to solicit and document business requirements in support of the development/enhancement of IT systems.

Extensive* and recent*** experience in leading an IT application development team through all phases of the Software Development Life Cycle.

Extensive* and recent*** experience in developing database-driven web applications using the .NET platform.

Extensive* and recent*** experience in managing the publication of proactive disclosure reports to Government of Canada web sites.

Significant** and recent*** experience in managing numerous (i.e. 3 or more) web or software development projects.


* Extensive is defined as the depth and breadth of work associated with having at least 5 years' experience.
** Significant is defined as the depth and breadth of work associated with having at least 2 years’ experience.
*** Recent is defined as being within the last 2 years.

KNOWLEDGE:
- Knowledge of general Project Management principles, tools and techniques.
- Knowledge of all phases of the Software Development Life Cycle.

ASSET QUALIFICATIONS:

EDUCATION:
- University degree in computer science, engineering or other specialty relevant to the position.

Degree equivalency

EXPERIENCE:
- 2-3 years of experience in the development and customization of GCDOCS (by OpenText).
- 2-3 years of experience in the development and configuration of FirstClass software, by OpenText.
- Experience developing .NET web applications using the MVC (Multi View Controller) architecture.

OPERATIONAL REQUIREMENTS:
- Willingness to do overtime on a regular basis, both evenings and on weekends.
