Experience in managing grievances, complaints and/or recourses.
You must provide a cover letter. In this document, you must provide concrete and detailed examples to clearly demonstrate how you meet the education and experience requirements listed in the essential qualifications section. The screening board cannot make any assumptions about your experience. It is not sufficient to simply state that the qualification is "met" or to provide a list of current or past responsibilities. Rather you must clearly demonstrate HOW, WHEN and WHERE the qualification was met through substantiation by examples. Use the wording of each experience criterion as a header and then write one or two paragraphs demonstrating how you meet these.
Résumés may be used as a secondary source to validate the experience described in the cover letter. FAILURE TO CLEARLY DEMONSTRATE HOW YOU MEET EACH FACTOR OF THE SCREENING CRITERIA FOR ALL ESSENTIAL QUALIFICATIONS MAY RESULT IN THE REJECTION OF YOUR APPLICATION. APPLICANTS WILL NOT BE SOLICITED FOR INCOMPLETE OR MISSING INFORMATION.
Candidates must meet all of the essential qualifications to be appointed to a position.
The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening/assessment tool. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
A pool of qualified candidates may be established to staff identical or similar positions with various language requirements and of various tenures (e.g. Indeterminate, determinate, acting).

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. Failing to do so could result in your application being rejected.
EDUCATION:
Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organization development, education sciences, social sciences, sociology or in any other field relevant to the work to be performed.
NOTE: Indeterminate period incumbents of positions in the PE group on October 1, 1999, who do not possess the education level described above, are deemed to meet the minimum education standard based on their education, training and/or experience.
EXPERIENCE:
Recent* experience of at least two years in providing advice in labour relations.
Experience in interpreting collective agreements and Human Resources policies.
Experience in managing grievances, complaints and/or recourses.
Experience in dealing with bargaining agents.
NOTE: Recent* experience means experience that is normally associated with the completion of such tasks in the five (5) last years
Bilingual - Imperative (CBC/CBC)
Information on language requirements
KNOWLEDGE:
Knowledge of the relevant legislations, guidelines, policies and practices relating to labour relations.
Knowledge of current trends and initiatives in Human Resources.
ABILITY:

EXPERIENCE:
Experience in providing advice and recommendations on labour relations issues within the federal public service.
Experience in project management.
Experience in conflict resolution, negotiation, adjudication, mediation, or facilitation.
Experience in providing advice and guidance to management on disability management cases.
Experience in preparing and delivering training sessions to various levels of employees and managers.
