Intent of the process

This process is to staff an indeterminate position. A pool of qualified candidates could be created to staff future positions with various tenures (indeterminate, determinate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.

Results of this staffing process may be used for similar positions in the Agency and
other departments and agencies in the federal government.

Please note that to be considered for indeterminate EC-02 positions within the Canadian Transportation Agency EC Recruitment and Development Program (which could lead to an indeterminate EC-05 position), candidates must meet the following essential experience criteria:

EDUCATION:

Graduation with a degree from a recognized post-secondary institution in economics.

Note: The term "degree" refers to a baccalaureate or a higher level degree, as established by educational authorities.

Degree equivalency

EXPERIENCE:

Experience* in applying economic theory.

Experience* in undertaking economic research in an applied field.

Experience* in utilizing econometric techniques in evaluating data.

Experience* in using spreadsheet, word processing, presentations and econometric modeling software.

*Experience can be demonstrated through employment or scholastic activity.

KNOWLEDGE:

- Knowledge of basic micro-economic theories pertaining to market pricing.
- Knowledge of information sources or contacts for problem-solving in an economic research and analysis environment in transportation or other related field.
- Knowledge of the Agency’s role in the economic regulation of transportation in Canada.
- Knowledge of basic micro-economic theories pertaining to market structure.
- Knowledge of producer theory in micro-economics.

ABILITIES:

- Ability to establish objectives and schedule work activities.
- Ability to communicate effectively orally.
- Ability to communicate effectively in writing.
- Ability to perform econometric analysis and interpret analysis results.
- Ability to effectively undertake multiple projects independently, with a minimum of supervision and under the pressure of deadlines.

Indeterminate employees at the same group and level or equivalent could be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process (for internal candidates).

Locations, dates and times for exams and/or interviews will be determined by the employer. Scheduling of alternative exam and interview dates will only be considered for religious reasons, death in the family, in cases of serious illness or for a reasonable reason approved by the selection committee. A doctor's certificate or other proof will be required.

Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
