Intent of the process

The Salmon Enhancement Program is seeking to hire excellent candidates for the role of Hatchery Operations Managers. The Operations Manager position is typically the second in command at the facility, and is the main feeder group for GT-05/06 Watershed Enhancement Manager positions at SEP hatcheries. If you are an energetic and outgoing individual who enjoys working in a team and outdoor environment, Fisheries and Oceans Canada has an exciting and unique opportunity as Hatchery Operations Manager. Join our family of dedicated employees at one of 23 hatchery and spawning channel facilities who culture and release millions of juvenile salmon every year to supplement wild stocks and sustain British Columbia fisheries.

A pool of partially qualified candidates may be established from the results of this selection process.

The results of this process may be used to staff similar positions on an indeterminate, term, deployment, assignment or acting basis, at various Salmonid Enhancement Program facilities across British Columbia.

Education:
- A secondary school diploma or employer-approved alternatives (see Note)

Note:
The employer-approved alternatives to a secondary school diploma are:
- A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
- An acceptable combination of education, training and/or experience

Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
- Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
- Candidates who have been appointed or deployed for an indeterminate period to a position in the GT classification

The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.

Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the GT classification only and must be reassessed for entry to other classifications on the basis of this alternative.

Degree equivalency

Experience:
- Significant experience in fish culture and salmon hatchery operations
- Experience in supervision as a project leader

Knowledge:
- Knowledge of the biology, enhancement techniques and habitat requirements of Pacific Salmon
- Knowledge of environmental and engineering sciences relevant to enhancement facility operation
- Knowledge of fisheries stock assessment activities and integrated resource management
- Knowledge of enhancement industry practices and standards necessary to maintain a safe and healthy work place and workforce

Abilities:
- Ability to advise on salmon culture and engineering matters associated with enhancement operations and watershed enhancement
- Ability to manage financial and human resources to meet enhancement operation objectives
- Ability to manage conflicting priorities, multi-task and work under time sensitive conditions
- Ability to communicate effectively orally in English
- Ability to communicate effectively in writing in English
- To use computer software including MS Word and Excel

Education:
- University Degree or Diploma in biology, fisheries, environmental science or related field

Degree equivalency

Occupational Certification:
- Possession of a Class 1 or 3 Driver’s Licence with Air Endorsement
- Possession of Swiftwater Rescue certification
- Trades Ticket (e.g. Mechanical, Electrical)
- Emergency Response Training
- Firearms certification for non-enforcement

Experience:
- Experience in working collaboratively with First Nations, volunteers and other stakeholder groups
- Experience with habitat restoration projects
- Experience in a range of brood-stock capture techniques and equipment use
- Experience in strategic enhancement techniques (e.g. captive brood, sea-pen rearing, off-site programs, lake and stream enrichment programs)
- Experience in jet boat operation with certification
- Experience operating a production-scale salmon spawning channel
- Experience conducting scientific experimentation and data analysis
- Experience making oral presentations to the public or to technical audiences
- Experience with stock assessment and habitat restoration projects
- Experience in managing and maintaining hatchery database systems
- Experience in the implementation of fish health management plans as they relate to facility operation and aquaculture licence requirements
- Experience with alarm systems and standby procedures as they relate to fish hatcheries

Abilities and Skills:
- Ability to troubleshoot mechanical and electrical systems

Operational Requirements:
- In the event of labor unrest, fulfils the role of ‘designated employee’ to provide biological and site security.
- May be required to lift 20kg bags (i.e. fish food)
- May be required to load fish transport trucks by dip netting fish continuously for 20 minutes for up to 2 hours at a time
- May be required to work in a remote camp location in adverse and severe environmental conditions

Other Conditions of Employment:
- May require a medical health assessment
- Willingness and ability to perform standby requiring immediate response both on & off site
- Willingness and ability to travel to field locations in adverse conditions such as: noise, temperature extremes, exposure to weather, elements, etc. within British Columbia
- Willingness and ability to travel by various means (boat, helicopter, plane, truck and car) for up to two consecutive weeks, for up to three times per year
- Possession of a valid Driver's Licence
