Do you want to gain valuable experience working in an area related to your studies while contributing to the advancement of Canada’s international interests? The Cadieux-Léger Fellowship, now in its 25th year, provides direct experience in a policy research environment focused on the diverse challenges facing Canadian foreign policy.

The deadline for applications is no later than July 7, 2017 at 11:59 PM Pacific time. The successful candidate will be required to relocate to Ottawa at their own expense.

Due to the high volume of receipt of applications, only the students selected for an interview will be contacted.

Travel may be involved depending on the research requirements (please note that travel for research purposes must be funded through the Fellowship salary: no additional travel funding will be provided).

Duties

The Fellow’s work includes some research related to priority topics, writing short papers, contributing to the operational policy requirements, including by networking with internal and external experts and contributing to policy working groups.

Work environment

The Foreign Policy Research Division of Global Affairs Canada (GAC) is pleased to announce the 2017-2018 Cadieux-Léger Fellowship.

The Cadieux-Léger Fellow is integrated in the Foreign Policy Research Division at GAC as an analyst.

The Fellow’s work includes research, writing short papers or briefs, and participating in the policy development process, including by networking with internal and external experts and contributing to policy working groups.

While at GAC, the Fellow is expected to advance Canadian foreign policy and the Foreign Policy Research Division’s research agenda, which includes the following themes (as they relate to international policy and Canada’s role):

1. Deglobalization and the reshaping of the world order
2. The geopolitics of changing world ecosystems
3. Navigating shifting insecurity
4. Migration
5. Conflict-prevention and/or post-conflict reconstruction efforts

We welcome proposals related to these themes that have clear relevance to Canadian foreign policy priorities and ideally reflect the additional Global Affairs Canada objectives related to international development and trade. The relevance and quality of the research proposal is an important factor in the selection process.

The Foreign Policy Research Division aims to create an efficient and collaborative work environment through knowledge-sharing, exchanging experience and ideas, as well as soliciting and welcoming input in new ways from a variety of stakeholders. As such, the Fellow would be expected to build networks within GAC, the Government and with external experts. A particular emphasis will be placed on identifying and engaging new sets of stakeholders whose good ideas can be leveraged.

The candidate must be enrolled in a doctorate program as a full-time student in a recognized post-secondary institution with a specialization in Political Science or International Relations, or Economics or Law or a related program.

The candidate must be recognized as having full-time student status by the academic institution in which they are presently enrolled and maintain this status during the whole fellowship period.

The candidate must clearly indicate their education level on their application and proof of education will be required prior to appointment.

Applying for the Cadieux-Léger Fellowship is done through the Research Affiliate Program (RAP).

Only candidates that have completed this step of the process will be considered.

Interested candidates must provide the following information:
• a curriculum vitae;
• a complete transcript;
• a cover letter emphasizing how the candidate’s knowledge and experience support Global Affairs Canada’s mandate (max. 1 page);
• a one page research proposal on a significant foreign policy issue linked to GAC’s mandate and its implications for Canada;
• proof of enrolment for 2017-18 in a recognized academic institution;
• a sample paper or publication; and
• the names of three references.

Conditions of employment

Reliability Status security clearance - Shortlisted candidates will be required to obtain a Secret-level security clearance in order to finalize the selection procedure.

NOTE: Each student hired through the Research Affiliate Program (RAP) must meet the security requirements of the position as a condition of employment, and therefore will be asked by the hiring organization to complete security-related documents.

Student should be willing to start on October 1, 2017 or as soon as letter of offer is prepared and signed. It is expected that the student work a maximum of 25 hours per week and should be willing to commit for a period of twelve (12) months.

Other information

The ideal candidate will:

• be available for a minimum of nine months between October 2017 and September 2018;

• be enrolled in a doctoral programme, working towards a PhD on a topic of relevance to Canada’s foreign policy priorities;

• be recognized as having full-time student status by the academic institution in which they are presently enrolled and maintain this status during the whole fellowship period. Part-time students working on their thesis or recognized by the academic institution in which they are presently enrolled as having a disability will also be considered;

• conform to the eligibility criteria of the Research Affiliate Program.
Shortlisted candidates will be required to obtain a Secret-level security clearance in order to finalize the selection procedure.

* While non-Canadians may apply, preference is given to Canadian citizens. A Canadian citizen is a person who was born in Canada or who has obtained Canadian citizenship.

Successful completion of both a RAP work assignment and your educational program may lead to a temporary or permanent federal public service position for which you meet the merit criteria and conditions of employment.
