Intent of the process

A pool of fully qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada and in the Public Service, with various tenures (determinate period or indeterminate), various linguistic requirements (English Essential, French Essential, English or French Essential, and Bilingual (BBB/BBB, CBC/CBC, CCC/CCC, etc.)), various security requirements (reliability, secret), various conditions of employment and for various locations.

Your résumé.

A covering letter in 5,000 words (maximum) "Candidates must clearly demonstrate IN THEIR COVER LETTER (max. of 5000 words) how they meet the education and experience factors listed in the essential qualifications. Candidates must use the experience factors as a header and describe how they meet each experience required. Resumes may be used as a secondary source to validate the experience described in the cover letter."

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized university with acceptable specialization in
engineering, chemistry, physics, or some other specialty related to the position.

Degree equivalency

Minimum two years of experience in the manufacture, regulatory or logistical
management, technical analysis, or use of explosives, or similar experience in
the chemicals or food processing industry.

Knowledge of the Explosives Act and Regulations.
Knowledge of the Explosives Regulatory Division.
Knowledge of the fundamental principles of safety which apply to the manufacturing, handling, storage, transportation and use of energetic materials, e.g., explosives, fuels, oxidizers.

Ability to plan, organize, and perform inspections of precursor chemical facilities.
Ability to conduct technical investigations of industrial accidents and incidents.
Ability to participate in the development of standards and guidelines.
Ability to communicate effectively orally.
Ability to communicate effectively in writing.
Ability to assess industrial hazards management and mitigation.

Experience in applying engineering codes and standards related to the design or
manufacture or quality control or use or regulation of explosives or dangerous
goods.
Experience in conducting regulatory compliance inspections on licensees.
Experience in providing regulatory or policy based guidance to stakeholders.
