Intent of the process

Intent to fill 2 indeterminate positions. A pool of qualified candidates may be established and may be used to staff similar term and/or permanent positions.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member. Notification regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

Should a Public Service Employee (PS) be found qualified and selected for appointment, notification regarding the PS appointment will be posted accordingly on www.jobs.gc.ca.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, statistics or Sociology.

*Candidates must always have a degree. The courses for specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience conducting social science research, data collection, identifying and assessing relevant information, identifying patterns and trends, analyzing, and writing reports, which provide guidance or recommendations to decision makers.

Experience in developing or applying analytical techniques, qualitative/quantitative methodology, or technological solutions to advance a project.

Experience establishing and maintaining working relationships with internal and/or external partners/stakeholders.

Experience in producing and presenting a variety of reports, presentations, project findings, or preparing briefing material on various topics to/for clients, senior managers or administrators.

Experience demonstrating proficiency with Microsoft Office Suite (Word, Excel and PowerPoint).

Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArgGIS).

Experience with open source/social media tools.

Experience with the intelligence process.

Conditions of employment

Top Secret security clearance

Be in possession of a valid driver’s license.

Willingness and ability to travel domestically and internationally to attend training, or for work, as necessary.

Willingness and ability to work flexible hours, overtime, on evenings and weekends, and/or on a shift schedule.

Willingness and ability to be exposed to subject matter and/or material of investigations, which may be difficult to deal with.

Willingness and ability to testify in a court of law.

The successful applicant will have to obtain, as a minimum, an RCMP Reliability Status. The candidate must not have a Criminal Record. The process also requires a Security/Reliability Interview, a field investigation in matters of credit/finances, education, employment, references, etc.

Assessment for this process will take place in Winnipeg, Manitoba. The cost to attend the assessment will be the candidate's responsibility. If you are currently employed with the Federal Public Service, please let us know your current group and level as well as your tenure and the Department you are working for.

External candidates may be eligible for the initial appointment relocation entitlement of up to $5000 if they are not currently a federal public service employee.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. Only those selected for further consideration will be contacted.

All communication relating to this process, including e-mail correspondence may be used in the assessment of qualifications.

A qualified group of candidates may be identified and may be used to staff future vacancies, similar positions, for term, permanent and acting, at full or part time hours within the area of selection.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.
