Intent of the process

ANTICIPATORY – We expect to staff several positions within the next few weeks (more than thirty (30) positions in various specialties for Clean Tech). A pool of (fully or partially qualified) candidates may be established through this process to staff identical or similar positions within Natural Resources Canada with various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various conditions of employment and for various locations.

Graduation with a degree from recognized post-secondary institution with acceptable specialization in economics, statistics, or a social science related to the position.

NOTE: Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

For all levels:
Experience in developing and providing strategic advice to senior management on issues or policies, international and/or domestic.

Experience in building and maintaining partnerships with internal or external stakeholders, including representing the department at intradepartmental, interdepartmental, national or international meetings.

Experience in conducting research and analysis, and in the collection/manipulation of statistics.

Experience in developing and providing strategic policy advice and advice on the content, development and approval process of policy documents such as Cabinet documents, Treasury Board Submissions to senior management.
Experience in providing technical and/or policy advice on clean technology innovation and / or energy.
Experience analyzing and consolidating quantitative data from multiple sources.
Experience in statistical analyses.

EC 06:
Experience working on complex policy files, providing strategic advice and recommendations, preparing briefing materials, correspondence, reports and/or presentations for senior management (Assistant Deputy Minister and above).

EC 07:
Experience in leading complex policy files, providing strategic advice and recommendations, preparing briefing materials, correspondence, reports and/or presentations for senior management (Deputy Minister and above).

Definitions
** Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for :
• a minimum period of three (3) years (EC-05) level.
• a period of more than 3 years up to eight (8) years (EC-06) level.
• more than eight (8) years (EC-07) level.
