Water Resources Specialist - Hydraulics & Operational Systems

Work environment

The position will contribute to the delivery of the National Hydrological Services by providing water resources and applied science expertise that supports the collection, interpretation and dissemination of standardized water resource data and information in Canada.

Intent of the process

The intent of this process is to create a pool of qualified candidates to fill positions within Environment and Climate Change Canada across Canada with various tenures (indeterminate, term, deployment, acting, secondment), linguistic and security profiles according to the position being staffed.

Please note the following essential qualifications will be assessed for all levels with the exception of where it is indicated PC-02 and PC-03 levels only.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution in hydrology, in earth sciences (geography, geology), in engineering (civil or geological), or in geomatics.

Degree equivalency

COMMON EXPERIENCES APPLICABLE TO BOTH PC-02 AND PC-03 POSITIONS:

Experience in planning and conducting field campaigns for the acquisition of relevant water resources data in lake and river environments (hydrometric, hydrological, hydraulic, ecohydraulic, DEM data).

Experience in the analysis of hydrological data.

Experience in terms of interaction with scientists, stakeholders and other government agencies.

Experience in the use of the MS-office suite of tools.

Experience in the development of hydraulic models (1D and 2D).

Experience in writing code / scripts in an operational environment.

COMMON EXPERIENCES APPLICABLE TO PC-02 POSITIONS ONLY:

Experience in project management in the water resources field.

Experience in writing scientific/technical reports and/or peer reviewed scientific articles.

COMMON EXPERIENCES APPLICABLE TO PC-03 POSITIONS ONLY:

Significant experience (2 years or more) in writing scientific/technical reports and/or peer reviewed scientific articles.

Significant experience (2 years or more) in project management in the water resources field.

Experience in the management of human and financial resources.

EDUCATION:

Graduation with a higher level degree from a recognized post-secondary institution with a specialization in Hydraulic modeling.

KNOWLEDGE:

Knowledge of the principles of hydrology

Knowledge of basic tools used in statistical hydrology (ex. flood frequency analysis, etc.).

Basic knowledge of data management in the water resources field.

Knowledge of the principles of river hydraulics.

Knowledge of programming languages (C, C#, SQL, Fortran, Python)

ABILITIES:

OPERATIONAL REQUIREMENTS:

This position requires to travel on an occasional basis for field work or to participate in meetings, workshops or conferences.

The travels are especially in Canada and sometimes abroad (international conferences).

Driver’s license

Requirement to travel at times for extended periods of up to 2 or 3 weeks

Requirement to work overtime

Requirement to work in remote locations and in extreme weather conditions

Requirement to occasionally undertake field work that will include working in and around water, wading, working on cableways and bridges or on ice.
