Duties

-Interpreting, linking and analyzing information as they relate to business requirements for IM/IT solutions;
-Using a variety of technique to elicit and analyse business needs, identify gaps, dependencies or constraints;
-Developing requirements supported by vision statements, use cases and process flows;
-Providing recommendations and advice to key stakeholders and senior management;
-Producing business cases that demonstrate strategic alignment and business value for recommended IT solutions;
-Liaising with IMTD teams during requirements elicitation and validation, solution option analysis, technical design phases; and
-Delivering business concept documents, business cases and project updates in PowerPoint for presentation to senior/executive management.

Intent of the process

The initial intent of this process is to offer two full-time indeterminate positions within the Client Portfolio Management team in the Information Management Technology Directorate.

A pool of qualified persons resulting from this process WILL be created and MAY be used to fill similar positions with linguistic profile bilingual imperative BBB/BBB as well as tenures indeterminate, deployment, acting, assignment, secondment, specified period which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the core public administration (http://www.psc-cfp.gc.ca/plcy-pltq/rfli-lirf/index-eng.htm).

Education:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

Experience:
-Experience interpreting and analyzing information as they relate to business requirements for Information Management and Information Technology (IM/IT) solutions;
-Experience providing advice and recommendations to key stakeholders and *management;
-Experience using a variety of techniques (using at least 3 techniques) to elicit and analyse business needs in order to identify gaps, dependencies, constraints and requirements;
-Experience producing business cases that demonstrate strategic alignment and business value for recommended IT solutions.

*Management is defined as middle manager (or equivalent) or above.
