Intent of the process

A pool of qualified candidates may be established through this process to staff identical or similar positions, with various tenures depending on organizational needs, within Indigenous and Northern Affairs Canada in Vancouver, British Columbia.

Pool could be used for acting appointments under exceptional circumstances to protect employee's indeterminate status.

A covering letter in 5,000 words (maximum) "It is your responsibility as a candidate to submit a cover letter, which clearly outlines how you meet each of the screening qualifications (i.e. Education and Experience Qualifications, both Essential and Assets) as well as a CV which is linked to the information in your cover letter. Please note that it is not sufficient to only state that you meet the qualifications or to provide a listing of current or past task descriptions. Rather you must provide concrete examples, which illustrate how you meet each qualification. One suitable approach is to use each screening qualification as a heading, and provide a detailed description on how that qualification is met. You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized post-secondary institution in civil engineering, environmental engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Certification as a professional engineer in Canada with specialization in an engineering speciality relevant to the position.

• Experience in field inspections on construction of municipal infrastructure projects.
• Experience working with clients.
• Experience in proposal and report writing for engineering projects.
• Experience in implementing engineering projects in one or more of the following areas: water, wastewater, schools, community buildings, roads, subdivisions or energy.

“Experience” is defined as work-related experience following graduation from an undergraduate engineering program acquired in the discipline for which you are applying.
The EN-ENG-3 position requires approximately four years of experience within the last 8 years immediately prior to the submission of an application for this position.

The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants must meet each essential qualification to be appointed to the position. An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

Candidates must meet each essential qualification to be appointed to a position, however, a person may be appointed to a position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. Meeting these criteria is nonetheless desirable and may be a deciding factor for the staffing of some positions.

Management may choose to use one or more Asset Qualifications at the pre-screening stage to determine the number of applicants who will advance to the following stage of the selection process
