Duties

Participates in the development of sound and professional actuarial advice on plans and programs under the responsibility of the Office of the Chief Actuary. Recommends and provides advice on the selection of investment assumptions used in actuarial reports prepared by the OCA. Liaises with the Canada Pension Plan and Public Sector Pension Investment Boards. Provides expertise to internal and external stakeholders in the areas of pension plan investments, asset-liability analyses, funding policy and stress testing.

Intent of the process

The immediate need is to staff one position with a language requirement of English or French Essential on an indeterminate basis.

A pool of qualified or partially qualified candidates may be created to staff similar positions with various tenures (indeterminate, term, acting, etc.), linguistic requirements (bilingual imperative, English or French essential, etc.), linguistic profiles (CBC/CBC, BBB/BBB, etc.) and/or security requirements (reliability, secret, etc.) within the Office of the Superintendent of Financial Institutions.

EDUCATION
- Graduation with a degree from a recognized university with acceptable specialization in actuarial science, mathematics or any other specialty related to the position.
AND
- Fellow of the Canadian Institute of Actuaries (CIA)*.

*18 years of experience in developing and managing actuarial valuation models will be considered equivalent to the designation.

Degree equivalency

EXPERIENCE
- Extensive** experience in leading the development and management of actuarial valuation models.
- Significant* experience in recommending and providing advice on the rationales in selecting investment assumptions used in actuarial reports.
- Significant* experience in communicating, developing and making presentations at stakeholder meetings.

*Significant is defined as: the depth and breadth of experience that is normally acquired by performing the tasks continuously over a 3 year period.
** Extensive means the depth and breadth of experience that is normally acquired by performing the tasks continuously over a 5 year period.

ASSET EDUCATION
- Actuarial exams from the Quantitative Finance and Investment speciality track of the Society of Actuaries.
- Working towards obtaining the Chartered Financial Analyst (CFA) credential.
