This is an inventory of potential candidates to fill upcoming employment opportunities at the FI-01 level within Health Canada based on anticipated needs. Management can decide to pull applications at any point so please ensure you submit your application as soon as possible.

The first pull of candidate applications could happen as early as February 24, 2017.

Candidates must clearly indicate in writing the dates, duration and breadth of their experience in relation to the Experience criteria. The breadth and depth of experience may be considered during screening, assessment and/or selection of candidates.

The inventory will be updated every 90 days. You will receive a notice in your applicant account 5 days before the end of your active period to determine whether or not you wish to keep being considered for an additional 90 days.

You will be required to complete an online experience questionnaire when you apply. The information you provide in the questionnaire must be true. You must respond to all statements in all categories in order to proceed to the next steps.

Duties

The incumbent will work in one of the various finance areas of the Accounting Operations West Division to: review and approve financial and/or salary transactions in SAP, interpret policy and provide financial advice, develop and impart training, and/or supervise multi-disciplinary teams.

Intent of the process

The process will initially be used to staff two indeterminate FI-01 positions.

Depending on the needs, candidates may be randomly selected from the inventory for assessment purposes. This process may be used to establish a pool of qualified candidates which may be used to staff similar positions within Health Canada with various tenures such as indeterminate, term and casual positions.

All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this selection process to appoint a candidate to its organization in a similar position.

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Successful completion of two years of a post-secondary program with specialization in accounting, finance, business administration, commerce or economics OR possession of the Government of Canada Financial Management Certificate.

Degree equivalency

Candidates must clearly indicate on their online applications which qualifications they meet and describe the dates, duration, and breadth to which they meet it:
Recent* and significant** experience in processing financial transactions in an integrated corporate financial system, such as SAP or Oracle.
Significant** experience in reviewing, analyzing and interpreting financial information.

* Recent experience is defined as within the last two years
** Significant experience is defined as experience that would normally be acquired over the period of at least one year.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET QUALIFICATIONS:
Graduation with a degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group; OR

Actively pursuing and enrolled in the CPA, CA, CMA or CGA program; OR

Eligibility for a recognized professional accounting designation (CPA, CA, CMA or CGA)

Degree equivalency

Candidates MAY be required to meet ONE OR MORE of the following experience asset qualifications, depending on the requirements of the specific position being staffed.

Experience in processing Grants and Contributions.
Experience in processing Travel Claims.
Experience in processing Accounts Payable.
Experience in processing Accounts Receivable.

The primary assessment location will be in Winnipeg, MB. Candidates from outside the federal public service who are invited to written exams and/or interviews may be responsible for travel and accommodation expenses.

Candidates from outside the public service may be required to pay for travel and relocation costs associated with this selection process.
